Real Estate Growth Plan

How the page finds money in the portfolio, what it writes to Airtable, and how to work it.
SOP v1.5 · page v1.5 · 9 September 2026

In one line

Open the page, do the single action in the green box, then the next row down. Fill any "fact needed" as you learn it. Nothing on the page contacts a tenant or a council; the task you create is the send.

1. Why the page exists

Universal Credit pays a single claimant aged 35 or over the 1-bed Local Housing Allowance rate even when they rent one room in a shared house (Universal Credit Regulations 2013, Schedule 4, paragraph 2B). Housing Benefit does not, which is why the portfolio used to give an over-35 two rooms. In Haverhill the difference is £524.90 a month (room rate, £121.13 a week) against £897.52 (1-bed rate, £207.12 a week), read from LHA Direct in September 2026. The page reads every tenant, unit and property in Airtable and prices every lever that follows from that rule, plus council tax, voids and head-lease take-backs, then ranks them by money per unit of effort.

2. The levers, in stage order

StageLeverRuleEffort
1 Paper trailRent upliftUC tenant in a Room below the 1-bed rate, aged 35+ by date of birth or confirmed 35+ on the tenant record. No date of birth and no confirmation means out of the plan and on the facts list.Paper
1 Paper trailCRF top-upUC tenant already at the rate whose received amount (Actual Rent rollup) is short by more than £10: the gap is a CRF Housing Payment claim.Paper
1 Paper trailRate refreshUC tenant below the 2026-27 rate for their unit type. Refreshes under £10 are folded into one portfolio row.Paper
2 Council taxCouncil taxA two-tenant house with Growth Strategy = Joint tenancy. One agreement of 6+ months makes the tenants liable; they claim Council Tax Reduction and any residual is paid by you to the council under the side letter.Paper
3 RoomsRoom release / New room letA house with Growth Strategy = Add tenants: the planned number of new lets at the 1-bed rate, bills with the tenants, council tax staying with the owner.Works
4 VoidsVoid letA unit with status Void, priced from the settings row for that property (18 Siddows Avenue: family let at market rent).Light
4 Take-backsTake-backThe five Collins head-lease houses at £250 a month each. Q4 only, after the legal question set (ruling 31 July 2026).Legal
5 PotentialAgent-heldThe four Roc Immo houses at the 1-bed rate. Shown for scale, hidden by default, no action generated.—
Strategy per house. Kevin sets Growth Strategy on each self-managed house: Joint tenancy (one agreement, council tax to the tenants, no extra tenant), HMO (individual ASTs, the planned number of extra tenants, owner keeps council tax) or Leave as is. Joint tenancy shows the council tax lever; HMO shows the rooms lever when extra tenants are planned; Leave as is shows neither. Rent uplifts apply under any strategy. Agent-run properties show what a take-back at the 1-bed rate would bring: two over-35s in a house or a 2-bed flat, one in a 1-bed flat (Duckworth: 4 two-beds and 5 one-beds); the Collins houses keep their £250 take-back.
Council tax on a joint tenancy house. Counted at the live cost where you pay today, otherwise at the band figure (VOA band, this year's charge), because the owner is liable for a room-by-room let until the joint tenancy and a backdated Council Tax Reduction are in place. Bands looked up on 9 September 2026: every Haverhill house Band B (£1,900.86 a year with the town precept), 18 Northfield Band B (East Cambs), 1406 Oldham Road Band A (Manchester).
Who gets the task. Paper and legal to Kevin, works and lettings to Roy, unless the house's Growth Plan Owner says otherwise. 4 Abington Place goes to Kevin: Rob deals with one of its tenants, Roy with the other.

3. The benefit cap, and the CRF Housing Payment

The cap for a single adult outside London is £1,229.42 a month (2026-27). A single over-35 on the standard allowance of £424.90 plus £897.52 housing costs is £93.00 over it. The housing element paid to the landlord is what gets cut; the tenant keeps their standard allowance. Kevin's ruling (9 September 2026): the rent is always the full LHA rate, and the shortfall is applied for as a Crisis and Resilience Fund Housing Payment from Anglia Revenues Partnership (the payment that replaced Discretionary Housing Payments on 1 April 2026), with the payment option set to landlord. The "CRF a month" column is that figure.

  • Exemptions that lift the cap: LCWRA element, PIP or DLA in payment, a carer element, or household earnings of £881+ a month. Record it on the tenant (property card, "cap" dropdown) once seen on the UC statement; the CRF figure drops to nil.
  • CRF awards are short term or one-off. Diarise the renewal; the shortfall returns when an award ends.
  • Use the calculator for anyone new: household, age, rent, LCWRA, earnings. It gives the CRF amount to put on the form.
Housing Benefit claimants keep the shared rate in a shared house at any age. The page never uplifts an HB tenant in a room.

4. Working the page

  1. Metric cards: click any card to see the rows that make it up, with the same figures the card adds up.
  2. Missing dates of birth sit on the blocked tenant inside their property pack: enter the date, or confirm 35 or over, and the tenant joins the plan.
  3. The work, property by property: one pack per property, in the order to do them, so a single visit closes a whole house. Open a pack for what to take (Before you go), each tenant with what they sign, what to collect from them and what gets submitted (At the property), any works, what happens Afterwards, the levers with their Adopt and Task buttons, and the property's own settings (strategy, extra tenants, lettable rooms, meters, council tax payer, who the tasks go to).
  4. How to raise it with a tenant: what to say, what never to say, and the honest answers when they push back. Read it before the first visit.
  5. Tenant meeting form: pick the tenant, fill it in with them, Save writes every field to the tenant's Airtable record (date of birth, NI number, contact, UC payment day, household, cap position, ID and statements seen, weekly income and spending, other benefits, authority signed, meeting date and notes). Bank account numbers are never stored. Under Save it says when the tenant last saved their own form.
  6. Copy tenant link (4 Oct 2026): beside each tenant's Tenant data capture form button. It makes that tenant's own link to the tenant details form (tenant-details.html), copies it and shows it once in the box at the top of the form. The tenant opens it on a phone with no login, fills in his own contact, Universal Credit, council tax and money details, other benefits and a photo of his UC statement, and Save writes them to his own record. The link works for 14 days; making a new one switches the old one off, and Switch this tenant's form link off under the form stops it at once. The link goes to the tenant on a card in Kevin's queue: neither page sends anything to a tenant.
  7. Strategic order: click a row for the evidence and the first step. Adopt records it in the Growth Plan table. Task creates an Airtable task (paper and legal to Kevin, works and lettings to Roy) and links it to the row. Done and Drop take it out of the totals; "Show done and dropped" brings it back.
  8. Property cards: rooms in use against lettable rooms, each tenant's rent against their rate, and the three fields the plan needs per house.
  9. Documents: scanned ID, bank statements and screen grabs attach to the tenant's Airtable record straight from the form, up to 3.7MB each, so whoever fills in a council form has them to hand.
  10. Joint tenancies: the candidate houses, the tenancy clause and the side letter. The AI Legal and Compliance head reviewed the wording on 9 September 2026: the landlord's payment goes to the council under a side letter, never through the rent account. Templates ast_joint_template.md and council_tax_side_letter_template.md sit in Drive beside the standard AST.
  11. Finding tenants: where the last 254 applicants came from and what each channel is worth now. Above that list, Kevin sees whether the tenant chain is working (section 5).
  12. Assumptions: every figure not read from a live record. Edit here; it saves to Airtable. Update the LHA and benefit rows each April.

5. Finding tenants: the chain monitor

The tenant chain finds single adults aged 35 or over on Universal Credit for rooms that are coming free. A script runs it every morning at 08:10 (scripts/tenant-leads.py). When it finishes, it writes one report to the Estate Status table in Airtable. The box Is the tenant chain working? shows that report. It sits at the top of Finding tenants aged 35 and over on Universal Credit, under Further information. The heading carries a small label, so you see the chain's state without opening it.

Only Kevin sees the box. Roy's copy of the page does not show it or read it.

The headline

  • Green, "Working: every step on time." Nothing to do.
  • Amber, "Working, with 1 thing to watch." Something is slow or has sat open for a few days. Read its note.
  • Red, "2 steps not happening." A step that should have happened did not. The note on that row says what is missing.
  • Red, "The chain has not run since ...: nothing below is current." The script itself has stopped. The page shows this once the last run is more than 26 hours old. Nothing in the box can be trusted until it runs again.
  • Grey, "The chain has not run yet." No report exists yet.

Each step

StepWhat it meansRed when
Openings foundA room is coming free in a house we run ourselves whose plan is UC HMO or UC joint tenancy: a unit is Void, Rent Ready or Not Ready, a tenancy on one ends in the next 60 days, or a room move on this page is Adopted or In progress. Mark the move Done once its rooms are let, or the chain keeps telling referrers about them.Never red. With no openings the step reads "Nothing to do".
Form link opens the formEvery morning the chain opens www.agilelets.co.uk and each channel page, and checks each carries the sign-up form with its own channel.Red while rooms need tenants and the link does not open the form. Nothing that carries the link goes out until it does.
Referrer mail-outAn email to the people and teams who send us tenants. Each one hears at most every 14 days while a town near them has rooms (every 28 days when none do), in one email naming every open town near them. Each email is one card for Kevin.A town with open rooms has had none in 16 days, or no referrer near it has an email address.
Adverts to RoyRoy gets the SpareRoom, OpenRent, Gumtree and Facebook wording for each town with open rooms, and posts it.A town with open rooms has had none in 16 days.
Tenant referral emailCurrent Universal Credit tenants aged 35 or over hear about the £50 bonus for a friend who moves in. Every 28 days while rooms are open.Amber, not red, after 30 days.
Approved emails actually sentEvery email Kevin approved went out.An approved email has not gone out a day later.
New sign-upsPeople filling in the sign-up form.Rooms are open and nobody has signed up for 30 days after the first mail-out went. Amber at 14 days.
Sign-ups screenedEach sign-up is sorted by rule: Qualified, Waiting to turn 35 or Not suitable.A sign-up has no stage after 2 days: the script is not running. A sign-up with no date of birth shows amber: ask at the first call.
Viewings list to RoyQualified people for a town with open rooms go to Roy in one list a day, with up to five past applicants to phone.A qualified person for an open town has not reached Roy.
Roy's updates readRoy's replies on a viewings list move the people on it: booked becomes "Viewing booked", not interested becomes "Not looking", not on Universal Credit becomes "Not suitable". Each reply is read once, so a stage you correct by hand stays corrected.Amber when a reply of Roy's moved nobody (it named nobody on the list, or said two different things about one person): read it on his task and set the stage yourself. Amber when Roy has said nothing on a list for 7 days.
Rooms legal to move intoEach house with an open room, checked every morning against the compliance book: gas, electrical and energy certificates, landlord insurance, and the extra a shared house needs (a fire alarm certificate from 3 people, an HMO licence from 5). The works count too. This never stops the marketing: Kevin's way is to line tenants up first.Amber while a house has anything open. Red once someone has been securing a room for 14 days and a house in their town is still not legal to move into, or when nobody holds a house's open items. Each house with open items gets one task for the AI Property Administration agent (search first, three quotes for our own certificates, the HMO licence application prepared for Kevin to pay).
Move-insWhen Roy says someone wants a room, they move to "Securing room". Roy gets one move-in checklist for them: the right to rent check in person, proof of Universal Credit, a reference, which room, the signing (Agile Lets first), then the works and the move-in date. Anyone who signed up on the form with consent also gets one email, a card for Kevin, with a link to a second short form for their UC statement and a reference. Each form sent in is matched to the person and the check goes to the AI Property Administration agent: read the UC statement, take up the reference (that email is a card for Kevin). Documents back are counted here; a form that matched nobody shows amber.Red when someone securing a room has no checklist with Roy, or no documents email when they can be emailed. Amber after 21 days without moving in.
Keep-warm check-inOnce a month, one email asks qualified people if they still need a room.Amber, not red, when a check-in is overdue.
Possible opt-outs to checkA reply that mentions stopping but is not a clear "stop" (a signature reading "One Stop Shop", say). The sender is held off every email until a person decides.Amber while one waits. The address is already on the Email Opt-outs table in Airtable with Decision "Check needed", and nobody on it is emailed. Read what they wrote there and set Decision to "Opted out" or "Not an opt-out".
£50 referral bonusesA tenant who referred someone who moved in and paid their first rent is owed £50.Amber, not red, when a bonus is due and not on the Payment Run list.

Below the steps: the rooms waiting for a tenant, the lead counts (Qualified, With Roy, Viewing booked, Securing a room, Became tenant, past applicants to phone, waiting to turn 35) and new sign-ups by channel. Two buttons open the sign-up form and the lead list in Airtable.

Who does what

  • Roy gets the adverts and the viewing lists without a yes from Kevin on each task. This is Kevin's standing handover of 25 September 2026. His condition was that he can see the chain working, which is what this box is for.
  • Every email goes through Kevin's approval queue. Each mail-out is one card, sent to each person separately. Nothing leaves until Kevin approves it.
  • Kevin's way of letting (25 September 2026): a room is marketed as soon as it is empty or planned. The tenant secures it with their documents done, then the works are done, and they move in a few days later. So rooms waiting on works or certificates are still advertised; the checks stop the move-in, not the advert.
  • Haverhill only, for now (Kevin, 25 September 2026): emails go only to contacts in Haverhill and West Suffolk, and the form no longer asks which towns. Every sign-up is for Haverhill.
  • The form link is short: www.agilelets.co.uk, a small Agile Lets site with the form on it. Four channels have their own page so each sign-up shows where the person heard of us (/r referrers, /t tenants, /s SpareRoom, /o OpenRent); Gumtree, Facebook and past applicants use the home page, where the form asks how they heard. If the link stops opening the form, no email or advert goes out and the "Form link opens the form" row turns red.
  • The benefit cap: the form asks whether the person gets LCWRA, PIP or DLA, a carer element, or earns £881 or more a month. Any of those means Universal Credit covers the rent in full. Everyone still qualifies, but Roy's list puts those people first, and the note says when the rent may be short.
  • The 09:00 brief carries one TENANTS line every weekday: working or not, the last 30 days' results, and what stops anyone moving in. It says so in words when the chain did not run.
  • The £50 referral bonus lands on the Friday Payment Run list. Kevin pays it. Nothing pays it automatically.
  • Replies. Each morning the chain reads replies to its emails in info@. Anyone who replies STOP goes on the Email Opt-outs table in Airtable and is never emailed again. When a colleague replies STOP in the thread of an email sent to a team inbox, the team inbox goes on the table as "Check needed": it gets nothing until a person decides. A NO to the check-in marks the person Not looking. A YES keeps them on the list for another 180 days.
  • Past applicants (people who applied between 2017 and 2021) are phoned by Roy, never emailed or texted, because they never agreed to be contacted about new rooms. One who signs up again on the form, with consent, has the old record archived, but only when two of phone, email and full name match.
  • SpareRoom is a free ad, posted once and left live. People who do not pay SpareRoom can only reply after the ad's first 7 days, so posting it again restarts that wait.
A red row is not a crash. It is a step that should have happened and did not. Read the note on the row first, then open the lead list or the task board.

Lever keys are stable (uplift:<tenant id>, rooms:<property id>, ct:<property id> and so on), so a re-run updates a row rather than duplicating it. The maths is in js/growth-plan-model.js, tested by tests/growth-plan-model.test.js; the page is tested by tests/sync-invariants/growth-plan.spec.js.

7. Health checks

  • Portfolio tables fetched: fails on a zero count in properties, units, tenants or tenancies.
  • Settings rows present: fails under 10 rows (the page would be running on built-in defaults).
  • LHA table in date: warns after 31 March 2027.
  • Every property has a postcode: a house with no postcode gets no LHA rate.
  • Ages known for UC room tenants and Benefit cap exemptions recorded: the two facts that move the paper-trail total most.
  • Plan rows match a live lever: a Growth Plan row whose key no longer exists (tenant moved).
  • Totals reconcile: the actionable figure equals its four buckets.
  • Tenant form link service answers: fails when pm.operationsdirector.co.uk does not answer its health check, because then no tenant link can be made and no tenant can save the form.
  • Tenant chain ran in the last 26 hours: fails when the tenant-chain row is missing, cannot be read, or is more than 26 hours old. Kevin only: Roy's tab does not run it.
